States by the share of their federal money that is defense

68.1% of the federal money recorded in Guam in FY2025 was obligated by the Department of Defense — $3.3 billion of $4.9 billion. The state with the most defense money is Texas, at $61.3 billion, where it is 19.7% of the total.

What this data cannot show

  • Place of performance, on both sides of the division. This is where work was recorded as carried out, not where a contractor is based and not where a benefit was received.
  • The denominator is every agency’s obligations in the state, and most federal money nationally is direct payments to individuals. A state whose federal total is mostly benefits shows a small defense share for that reason, not because little defense work happens there.
  • Territories have small totals, so a single installation moves their share by more than a large state’s would. The dollar column is beside the share for that reason.
  • These are obligations for the open fiscal year, which is not over, and they are commitments rather than money paid.
  • The Department of Defense is the awarding agency here. Defense work paid for through the Department of Energy’s nuclear weapons programs, or through Veterans Affairs, is not in this column.
