Insurance is taken out, which is why this line has no break in it. What the publisher counts as insurance changed mid-series, and the total including it falls by about a third at that point with no change in what the government spent; this series is the one that is comparable across the whole period. The spending hub draws both, side by side, for a reader who wants to see the difference.
FY2026 is still open and is not drawn. It holds the obligations recorded so far, and a part year plotted beside complete ones reads as a fall.
