Hennepin County records more federal award obligations than any other county — $171.9 billion in fiscal year 2026 — but that is not a county doing unusually well. 99.1% of it is direct payments, which are recorded against a place that is not necessarily where the people receiving them live. Ranked by contracts, where place of performance means what it sounds like, Fairfax County leads at $32.7 billion.
