Hennepin County records more federal award obligations than any other county in FY2026, $171.9 billion. Read that as a measure of federal money spent in a place and it will mislead: 140 of the 452 counties here are at least 90% direct payments, and Hennepin County is 99.1%. Los Angeles County, the most populous county in this table with 10,014,009 residents, records $68.0 billion and ranks 7.

What this data cannot show

  • The fiscal year is not over. These are obligations recorded so far, and a figure here is not comparable with a full year.
  • An obligation is a binding commitment to pay, not money paid. Outlays are reported separately and the two are never equal in the same year.
  • Direct payments are recorded against a place, and that place is not necessarily where the people receiving the money live. Where a county’s figure is almost all direct payments, the ranking is telling you where those payments are recorded and not where they landed. This page shows the share so that the reader can see which counties that applies to; it does not establish what the recording convention is, and we do not claim to know.
  • For everything else — contracts, grants — this is place of performance: where the recipient said the work would be carried out, not where the recipient is based and not where the awarding agency sits.
  • This table is what the committed extract holds, which is the largest counties in the country together with the largest in each state so that no state is missing from it. Past its first rows it is therefore not a national ranking: a county absent from it is one the extract did not keep, not a county with no federal spending. Every county the publisher reports has its own page.
  • One row the publisher returns under this layer is not a county. District Of Columbia (11000), -$488,181 — a state FIPS with 000 where a county code goes, which is the state with no county recorded. It is left out of this table and out of the state pages, because it is not a county and because it shares its name with the county beside it.
  • Per-resident figures are not ranked here. A rate over a denominator this uneven, on a numerator that is mostly direct payments recorded elsewhere, produces league tables that say more about reporting than about places.
