How to read this 6 of these counts are a floor rather than a count , and the table says so on each. Those codes are published under more than one description, recipients are counted per description, and a recipient paid under two of them cannot be added without counting them twice. The other 65 are exact.The average is money over recipients, and nothing more. It is not what a farm received: a recipient is a name and a mailing address as published, so one operation paid through three companies is three recipients and three shares of the average.Wide is not large. A program reaching many recipients with small payments and one reaching few with large ones are different instruments, which is why this ranking exists beside the one by money.Data retrieved September 23, 2026
