When does the federal government spend its money?

Not evenly: in fiscal year 2025, the last complete one, 19.1% of the year's contract obligations fell in September, the last month of the federal year. Grants peaked in January at 23.9%. The instruments have different shapes and a total that averages them describes none of them.
