What this data cannot show
- The fiscal year is not over. These are obligations recorded so far, and a figure here is not comparable with a full year.
- An obligation is a binding commitment to pay, not money paid. Outlays are reported separately and the two are never equal in the same year.
- Award obligations only. An account also carries spending that never becomes a federal award — payroll, transfers, interest on the debt — and none of that is in these figures. An account will look smaller here than in the President’s Budget for that reason.
- An account is an accounting heading, not a programme. Money charged to one account can fund work a reader would file under several different headings, and one programme can be charged to several accounts.
- This is the largest 100 accounts of roughly two and a half thousand. An account absent from this table is one outside the top of the list.
